Alabama – The governor issued an amended “safer at home” order through July 3. The order expands the list of non-essential businesses allowed to reopen.
North Carolina – The governor has lifted the “stay at home” order and issued a “safer at home” order in its place. Additional non-essential businesses will be allowed to reopen.
House and Senate Introduce Legislation to Reform Paycheck Protection Program
Last week, a group of bipartisan Senators introduced S. 3833, the Paycheck Protection Program Extension Act. This legislation would extend from 8 weeks to 16 weeks the period during which a Paycheck Protection Program (PPP) loan must be spent and provides employers with additional flexibility in other areas of the program. The Senate attempted to pass the bill by unanimous consent last week before the chamber adjourned for its Memorial Day recess but that request was rejected by Senators in both parties. As a result, the Senate is not expected to vote on the bill until they return in June.
Members in the House of Representatives have introduced a similar but more expansive bill to reform the PPP which is expected to receive a vote in the House sometime this week. A summary of H.R. 6886, the Paycheck Protection Flexibility Act, can be found here.

Phase 4 Relief Package Update
NLBMDA sources have stated that congressional Republicans and the Trump administration are still far from finishing a draft bill, and want to evaluate the impact of Phase 3 before crafting another package.
Sen. Chuck Grassley (R-IA), chair of the Senate Finance Committee, told reporters last week that real negotiations won’t start until the third or fourth week of June.
As reported, the House of Representatives has passed their own Phase 4 bill but the Senate will take up something different.
